Does a tenanted property need a HIP when being sold?

If selling a tenanted property, perhaps to another landlord, an article I have read suggests that a HIP is not required by law as you are not selling with vacant possession.”

Do you know if this is correct?

According to Jenny Wood of WTG Associates:

A Home Information Pack is not required where all or part of the property is not being offered for sale with vacant possession.  However, the act provides that where two or more dwellings in a sub-divided building that was built as a single dwelling are marketed for sale as a single property and at least on those dwellings is available with vacant possession, a home information pack is still required notwithstanding that some element of the single property is not available with vacant possession.
