I expect this differs between councils so ask if you can view the leasehold agreement first. Sorry if this sounds like I'm shirking the question, but it really depends on the area and the property. If you are buying it very cheaply, then there may be a reason for this. Councils won't be spending a lot on improving estates in the short term with all the cuts we expect.
