Making an offer before receiving one

We have found a house we really want to buy, although we have not yet sold our house (we have had an offer that was short of the price we wanted and we are confident we will sell relatively soon). We want to put an offer in for the house we have seen that we want, the estate agent told us we would be unable to do this until our house was sold. They told us we were only able to put in a "statement of interest" at present. Is this correct or could we still provisionally agree a price on the house we want?

No, you can make an offer, but the willingness of the seller to accept your offer will depend on what other offers they have and how likely they think it is that you'll be able to sell your house. A statement of interest is simply their term and they must put all offers received forward by law.
